Abstract
This study examined the lived experiences of women in municipal management to understand how mentoring influences their career development, leadership pathways, and perceptions of gendered dynamics in the workplace. Using an interpretative phenomenological analysis (IPA) approach, the research examined how participants made meaning of mentoring relationships, the support they received, and the organizational factors that influenced their access to developmental opportunities. Semi-structured interviews were conducted with women serving in executive roles across local government. Several major themes emerged: (1) mentoring as a critical resource for navigating gendered workplace challenges, (2) the role of informal and organic relationships in fostering confidence and advancement, and (3) persistent structural barriers that limit consistent access to mentorship and leadership support. Findings highlight that while mentoring contributes to professional growth, women continue to face inequitable expectations, inconsistent support, and cultural norms that shape their career experiences. The study offers practical recommendations for organizations aiming to improve mentoring practices, foster more inclusive leadership pipelines, and address gendered barriers in municipal settings. Limitations related to sample size, geographic scope, and reliance on self-reported experiences are acknowledged, offering direction for future research to expand and deepen the understanding of mentoring for women in public administration. Overall, this study contributes to the growing body of knowledge on gender, leadership development, and the importance of intentional mentoring structures in the public sector.
